Both hold proper brew temperature, which already puts them in a different category from a supermarket drip machine. The difference is philosophical: one is an instrument with a single setting, the other is a tool with several.

Buy the Moccamaster if you want the same excellent pot every morning for two decades and would never touch a setting. It is repairable essentially indefinitely, which no other machine here can claim.
Buy the Precision Brewer if you buy different coffee regularly and want to brew a light Ethiopian differently from a dark Italian roast — or if you want coffee waiting when you wake up, which the Moccamaster refuses to offer.
Yes, but modestly, and less than a grind change. It matters most across very different roast levels: light roasts genuinely benefit from the top of the range, dark roasts from the bottom. If you drink one blend, you will find a setting and never move it.
Thermal if the pot sits for more than twenty minutes. A hotplate keeps coffee hot by continuing to cook it, and after half an hour it tastes stewed.
